The Heinrich Böll Foundation Afrique du Nord-RABAT (hbs) is part of the Green political movement. Our mandate is civic and political education, and we are working on ecology and sustainability, democracy and human rights.
In the framework of the program transformAfrica the hbs is carrying out a project on raising awareness on sustainable, fair, redistributive and inclusive approaches of governing and managing natural resources in various African countries, including Morocco, Senegal, South Africa and Tunisia. The general public as well as civil society and policy-makers will be the principal target audiences of these works.
Africa has a large quantity of natural resources and especially due to specific geographical locations and climate conditions, some African countries belong to the richest countries in terms of natural resources worldwide. These resources include oils, minerals, precious metals, fisheries, wildlife or even some primary goods.
Tacking this situation into account, the aim of this project is to identify and analyze several cases of problematic or remarkable governance/management of natural resources in several African countries (Morocco, Tunisia, South Africa, Senegal) and to produce material in order to raise awareness of citizens, but also decision-makers and economic actors toward the potential negative consequences of some ways of managing natural resources. Finally, the project aims to develop an alternative narrative, based on specific cases of good practices, on how natural resources could be managed in a fair, environmental and just way.
For that purpose, various activities will be implemented all along the project:
- Reportages covering the management of selected resources in Morocco, Tunisia, South Africa, Senegal
- Compilation of statistical data on natural resource management that will be edited in an easily accessible way
- Short cartoons on the challenges of natural resource management in Africa.
The specific objectives of the reportage are:
- To provide an overview of the state of the art water management and regulations in Morocco, pointing our strength and weakness of the current system.
- To analyze the legal, social, economic, environmental, gender-related and governance/political aspects of water management in Morocco (potentially the reportage could focus on a selected region).
- To map the various actors whose interests are at stakes when it comes to the management of water resources and bring together their perspectives, specific interests, as well as their strategies/actions in this regard.
- To analyze obstacles and opportunities for implementing a more sustainable and redistributive water management approach in Morocco
- To identify and report on the good practices and initiatives having emerged in Morocco that might be replicated, e.g. a portrait of an initiative, association, commune successfully implementing a new model of water governance.
Requirements:
- Journalists with extensive experience/knowledge in the field of governance and management of natural resources, especially water, in the Moroccan context.
Application Procedure:
- The reportage should be written in French and should have a length of 2.000 to 3.000 words.
- The timeline to submit the reportage paper is 30th September 2018.
