Applications are now open for the 2027/2028 US-MEPI Tomorrow’s Leaders Program. Sponsored by the Department of State’s U.S.-Middle East Partnership Initiative (MEPI), the Tomorrow’s Leaders Program offers undergraduate scholarships and leadership training to highly motivated candidates from the Middle East and North Africa (MENA) region.
The Tomorrow’s Leaders Program partners with prominent American style universities in the MENA region to build a dynamic network of future leaders. Through the high-quality education and training provided by partner institutions the American University of Beirut, and the Lebanese American University—program participants are equipped with the necessary knowledge and skills for leadership roles at local, national, and regional levels.
Upon graduation, participants join a network of over 1,900 program alumni serving as leaders across the MENA region.
Requirements
- Applicants must be citizens of Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, West Bank or Palestinian students who currently reside in a third country with legal residency status, or Yemen.
- U.S. citizens and U.S. legal permanent residents are not eligible to apply.
- Applicants must also meet the following requirements:
Undergraduate Program
- Current high school seniors or applicants who graduated from high school in 2026.
- Applicants from Iraq, Libya, Syria, West Bank or Palestinian students who currently reside in a third country with legal residency status, and Yemen who graduated high school in 2025 are also eligible.
- Current high school seniors must maintain their high academic achievement and pass their leaving exam.
- Strong academic credentials.
- Maturity, flexibility, and leadership potential.
- Proficiency in written and spoken English. A minimum TOEFL iBT score of 4.0 (new 1–6 scale) or 80 (old 0–120 scale), received within two years of the program start date.
- Ability to travel and start their undergraduate program in August 2027.
Undergraduate Programs
Applicants only need to complete the Tomorrow’s Leaders Program application. Applicants do not need to complete a separate application to our partner universities.

Application Timeline
Beginning of October, 2026
Application opens for the 2027–2028 Academic Year.

Application for the 2027–2028 Academic Year will be open.

Application deadline.

Initial review of all submitted applications.
January 2027
Applicants are invited to interview. Applicants should be prepared for an interview with FHI 360 staff, U.S. Embassy staff, and a TL alumni during January. FHI 360 encourages students to begin studying for their standardized tests which will take place during February through mid-March. Only applicants who have passed the interview phase will be supported in taking standardized testing (TOEFL, SAT).
February–April 2027
Applicants are notified if they will be forwarded for consideration by partner universities. Students complete the TOEFL and SAT exams during this period, if they have not previously.
May–July 2027
Applicants will begin being notified of conditional offers at partner universities. Notifications will be sent on a rolling basis.
June–July 2027
Applicants with conditional offers with low TOEFL or IELTS scores, are offered the opportunity for an 8-week online English intensive.
August 2027
Accepted applicants attend the Pre-Departure Orientation and Leadership Workshop sessions. Incoming Tomorrow’s Leaders depart home for travel to universities.
