Applications are now open for the 2026 UNESCO-UNEVOC TVET Leadership Programme. The TLP is a flagship global leadership programme designed to strengthen the capacity of mid- to senior-level TVET leaders to drive institutional and systems-level transformation. The 2026 edition is part of the initiative “Towards a global TVET agenda”, funded by the German Federal Ministry for Education, Family Affairs, Senior Citizens, Women and Youth (BMBFSFJ) through the German Federal Institute for Vocational Education and Training (BIBB). The TLP reflects the broader initiative’s aim to strengthen global cooperation, policy learning and capacity development in TVET.
The theme for TLP 2026 is “Leading systems change in TVET” and the modules aim to:
- Support the translation of policy into practice through the development and implementation of institutional action plans for change
- Strengthen leadership capacity at institutional level across core dimensions of effective TVET leadership, referred to as “vison for change, knowledge for change, skills for change and action for change”
- Enhance the relevance, inclusiveness, and sustainability of TVET institutions, with a focus on digital transformation, greening TVET and equity-oriented practices
- Activate and expand the UNEVOC TVET leadership community of practice, fostering peer learning, collaboration and multiplier effects across regions
Requirements
The programme targets mid- to senior-level TVET professionals who are committed to becoming change agents in their respective contexts, with the following functional roles:
- Leadership and management of TVET, skills, or employment systems or institutions
- Framing or implementation of policies and guidelines
- Monitoring and evaluation and quality assurance
- Networking and partnership management
Candidates should fulfil the following criteria:
- Interest and ability to drive change in the TVET sector, in the skills development sector, or in employment systems or institutions
- Minimum of 5 years of professional experience in TVET, skills, or employment systems or institutions
- Proficient in written and spoken English
- Candidates should be committed to actively participating in the programme, including the development of an action plan for change
- Have institutional support to participate in the programme and implement follow-up actions
Institutional commitment
As the programme focuses on systems change, applicants are expected to have the support of their institution or organization. Shortlisted candidates may be required to provide confirmation of institutional endorsement.
Participants will:
- Strengthen strategic, instructional, people-centred, collaborative and adaptive leadership competencies
- Develop a results-oriented action plan for change
- Gain exposure to global TVET agendas and international good practices
- Join a global network of TVET leaders for continued learning and collaboration
- Receive a Certificate of Completion from UNESCO-UNEVOC
Financial arrangements
Participation fees are not charged. Limited financial support is subject to availability and selection criteria for the in‑person component. Applicants will be asked to indicate their sponsorship needs during the application process. Financial need does not automatically disqualify applicants.
Application process
Interested candidates are invited to submit their application through the online application form. The application takes approximately 60 minutes to complete and must be submitted in a single session. (Please download a PDF version to review and prepare your materials offline.) There is no option to save your responses and return later. Nominations need to be submitted via the online submission form only.
